We inform you about a government mandate to vehicle manufacturers to monitor in-use emissions performance of late model vehicles. You have probably received a letter from Caflor Industries and a vehicle manufacturer to participate in voluntary In-Use Vehicle Emissions Testing. The information and documents available on this page confirm the legitimacy of your solicitation letter and of the program.

IN-USE VEHICLE EMISSIONS EVALUATION

Vehicle manufacturers - as part of the government's ongoing commitment to the environment, continuing efforts to improve air quality, and emissions performance of the in-use fleet - must comply with certain EPA and California Air Resources Board requirements.

The program seeks to collect certain on-board diagnostics data and emissions data from specific models to determine how well the emissions components are performing in real-world driving. Testing can be completed within a week but in certain cases two weeks may be required.

CAFLOR routinely sends requests to people who own your vehicles and drive them regularly. CAFLOR procures your customers' vehicles, providing both loaner vehicles and incentive checks for vehicle owners.

In addition, CAFLOR provides pick-up and delivery services to and from CAFLOR facilities and full vehicle cleaning after the tests are complete.

Procured vehicles undergo a safety and procurement inspection to ensure that they meet all your requirements for data acquisition. Vehicle owners are also surveyed for information on their personal driving habits, surveys which can be tailored to meet your specific needs.

CAFLOR adheres to the minimum EPA guidelines for all vehicle procurements, assuring that vehicles appropriately represent:
  • low mileage: 10,000 miles and approximately 1 year of operation
  • high mileage*: 50,000+ miles and approximately 5 years of operation

  • The number of vehicles procured, according to EPA guidelines, depends on manufacturer's product lines and sales within those lines..

    * Of the high-mileage vehicles, at least one high-mileage vehicle must be at 75% (75,000 miles) of full useful life in order to meet the EPA's CARB requirements
